2017-2018 EXECUTIVE COMMITTEE– Fred previously served as Senior Vice President at Rabobank, N.A., the $12 billion U.S. retail banking division of the Rabobank Group, a Dutch-based global financial services leader with more than $925 billion in assets. He oversaw Community Reinvestment Act (CRA) compliance, public welfare lending and investment activity, and corporate social responsibility as well as serving as a strategic partner to mortgage, small business, small farm, environmental and public finance activities. From 2008 thru 2011, Fred was also a Senior Fellow at The Aspen Institute, focusing on financial services public policy and industry development issues surrounding community development and micro-finance.
Prior to Rabobank, Fred was the director of community reinvestment for SVB Financial Group, a $13 billion hybrid international financial services corporation focusing on emerging growth companies in the technology, life science, private equity and premium wine markets. From 1993 to 2002, he served as the senior community investment specialist at the Federal Reserve Bank of San Francisco, where he focused on refining, interpreting and providing clarity on the 1995 changes to the regulations implementing the CRA. Fred has published articles and studies on the CRA, the Gramm-Leach-Bliley Act, consortia lending, public welfare investing and Native American economic development.
While his focus is community and economic development, Fred has also served on the Federal Reserve’s Financial Holding Company Advisory Group, the Patriots Act Working Group, and Capital Markets Committee, and was a regular advisor to the Fed’s Banking Applications and Legal divisions.
Fred earned an undergraduate degree in economics from Santa Clara University, a post-graduate degree in economics from San Jose State University, currently serves as the chairman of the California Bankers Collaborative, a community development-focused collaboration of the largest banks serving California, and is a founding Board Member of MUST, a wine industry foundation serving California’s Central Coast.
