2018-2019 BOARD CHAIR — Scott is the Managing Partner of Downey Brand LLP, a 90 attorney law firm in Sacramento, San Francisco, Stockton, and Reno where he practices water and flood law. He represents public and private entities seeking to provide increased levels of flood protection and more reliable water supplies in California, Nevada, Oregon, Washington, and Washington D.C. Scott is a frequent speaker and writer on water and flood issues, including time as a visiting professor at the University of California, Davis, and as Managing Editor of the Flood Law and Policy Reporter. He previously served on the Board of the Association of California Water Agencies and chaired the Legal Affairs Committee.
Scott and his wife Monica have three children: Rebeka, Avi, and Esti. He grew up in Pennsylvania, attended Rutgers University, and then Lewis and Clark Law School in Portland.
Scott has always been involved in leadership in the Jewish community, including roles as Co-chair of the Jewish Federation’s Young Leadership Division, President of the Board of Hillels at Davis and Sacramento, Executive Committee Member of Hillels of Northern California, President of the Jewish Community Foundation of the West, Site Committee Member to locate a new Camp Ramah in Northern California, and President of Shalom School, Sacramento’s only Jewish day school. He is also a graduate of the American Leadership Forum and in 2016 served as the Chair for the Sacramento Metro Chamber of Commerce’s Annual Cap to Cap program.
