The California Air Resource Board’s Cap-and-Trade Program is an element of the State of California’s strategy to reduce greenhouse gas (GHG) emissions. It places a limit (a “cap”) on the amount of GHG emissions allowed by regulated industries. Businesses that are below their emission limit can “trade” their carbon (pollution) allowances with those that aren’t meeting their cap.
